Weird.. If I was you I would now:
Go on to PC 2 and in that configuration where you typed in the IP addresses select "obtain an ip address automatically."
Now go back to cmd: do a ipconfig, if it's assigning you an address like 192.168.0.x with the subnet: 255.255.255.0 and gateway: 192.168.0.1 then leave it.
If there's no ip address (0.0.0.0) type ipconfig /renew.
Once you have an IP I would be trying to ping 192.168.0.1. If that works, hopefully the Internet should. If it doesn't work I would restart the router if you haven't already, if that doesn't I would probably just reset the damn router (reset switches are on the back normally which you have to hold down for I don't know like 30 seconds)
If that didn't work I would be trying that PCI card or another computer if possible just to see if it's a possible hardware problem.
