lmao. Sorry, I shouldn't laugh but shame on you for not doing your research.

That board is utter junk and tbh? they should stop selling it. It has a 4+1 power phase with pathetic cooling for the Northbridge and Asrock should be ashamed for selling it and letting it even boot with that CPU.

Some advice, mate.

For a CPU like that you need a ultra high end board. Something like this as a minimum.

You also need a bloody good cooling solution. Think dual thick rad single AIO (Corsair H80 or better) or twin rad (Corsair H100 or better).

There is no way that the board you have will ever maintain the clocks that chip runs at or keep it above 4.2ghz.

Don't tell me, it's throttling you down to 1.7 right?

I learned the same lesson as you, watch out when you buy an 8 core AMD because there are numerous boards still scattered around that were designed for the Phenom 2 CPUs and not the FX.

Why, why why why these board makers support these chips on boards like that is just beyond me.
 
If this is your motherboard below (cpu list being shown) this does not support your cpu.
Also you motherboard has very limited cooling for the VRM'S as your CPU is high power consumption you need a board with much better cooling even better look at the 4690k which is better performing and a lot less power consumption.

I had a 990FX Extreme 3. I got duped and didn't do my research and paid £105 for one because it seemed cheap in comparison with other 990 boards.

It's utter, utter junk. It gets its ass handed to it by a £63 Asus board (the M5A97) however even the M5A can't run the CPU you have.

You're going to need to buy another one mate. Only this time you need 8 phases and some bloody good fet cooling.

Because the board you have is basically turning down the clock speed of your CPU and every time it does that it causes a terrible stutter.

If it wasn't for throttling your board would literally catch fire. Every time the CPU pulls the mosfets overheat (because there are not enough of them nor are they even cooled properly) and the board then clocks down the CPU and drops the voltage (watch the VID in your video mate) to stop it from literally exploding.

I had exactly the same thing happen to me when I was running my FX 8320. Even that, which clocks on 8 cores to 3.7ghz could not get enough power and was throttling back to 1.7ghz. And when it did that in Crysis 3 the frame rates went down the toilet.
 
As your CPU is not stable then this could be the issue, once you sorted a board which can take the 9370 then have a retest.

I've seen people struggle with these chips all over the place. AMD gleefully clock them that high, but negate to tell you that you need a £110+ motherboard and a £100 cooler in order to get them running at their intended clocks.

Even on a Sabertooth with a 9590 my mate was struggling to keep 5ghz, and he had a H80.

They should have sold them all with the H80 like they did with the Bulldozers.
 
LOL that board can't do 1.3v let alone 1.5.

1.5 is for 8 phases. Look at your actual voltage in Hwmon I bet it's more like 1.28.
