I find the word offensive and it's used for everything that doesn't fit into a certain bubble of the person saying it.
It's a stupid word with zero thought behind it.

Kids standing by the outdoor - chavs
Young driver blasting out tunes - chav
Certain type of clothes - chav
Certain types of jeweller - chav
Certain type of speech - chav
The list is endless
 
Kid sitting on a train shouting down her phone, swearing profusely then threatening to assault anyone who approaches her when being asked to leave said train.
