Is it physically one drive or one drive split into two partitions? If the new install is now the combined size of the two previous drives, then that means you only had one HDD to begin with, and the old install split the HDD to two partitons.

If you've just reinstalled Windows you may need to allocate the other drive a drive letter before you can access it.

Click Start, click Run, type compmgmt.msc, and then click OK, then click Disk Management.
After that, right click the drive in question and choose 'Change Drive Letter'
You'll then have the option to add or change the drive letter.
