High memory usage when idle ? windows 8.1, 8GB

I have a problem as i dont know if my system is supposed to use this much memory when idle, I only just done a clear install of my OS last night as I was getting high memory usage (around 40% when idle) before so i thought that a format would fix it but it didnt, I reused my 1tb HDD (WD caviar blue) containing all the games and big files and I just formated my 250GB ssd ( samsung evo 240 evo)

How much is windows 8.1 supposed to use when idle ?

My only open programs in the background are : AVG antivirus, steam,asus AI suite 3 and thats about it...

40% usage is pretty normal, if you got 1gb ram.

I think the general idea is that Windows loads stuff into memory that it thinks you are going to use (prefetch?). It saves you having to wait for it to do it when you do open that programme etc...

So, if your always in Word or Photoshop, these programmes are in memory, ready to go
