High pitched noise throughout my house?

We've been living in our new house for 4 weeks now but I can always hear a high pitched noise, my girlfriend can also hear it but not as well as me.

I'm not entirely sure but I think it's coming from the cupboard with the electric meter and gas meter/unit lives. I can only describe the sound to be like a TV has been left switched on but a lot worse.

A random one for a Saturday evening but I was wondering if someone could shed some light on this for me?

Sometimes the SMPS (switched mode power supply) that most electronics use now creates a high whining noise when items running from them are powered only in standby. The switching frequency must drop due to reduced load and fall into audible range. It could be this, my monitor does it.

This can also be caused by capacitors within expanding due to heat. I've lost count of the number of SMPS that have failed or make a whine due to this, usually caused by poor design or general excessive heat. (Lacie hard disk power supplies, I'm looking at you)

was basically going to suggest this. Well they've gotta live somewhere, and they can hardly work for money to buy a house of their own now can they.... If its not tinnitus, play your headphones really loud constantly untill you get tinnitus, the tinnitus should drown out the other sound
 
Central heating pump or 3 way valve, both can make a high pitched noise.

If you hear the noise give them a gentle tap with a small hammer and see if it stops or changes pitch.

Had this problem a while ago in my house.
