Horizontal line flicker

game dvr running

So when im gaming i get two multicoloured lines quickly flick up on my screen, one almost near the top and 1 almost near the bottom and occasionally my second monitor will go black for a second and then come back on.

DXdiag shows no problems, drivers upto date and this issue doesn't appear with 3dmark.

What's causing this?
 
Whilst I don't have an answer, I think I have a similar type of issue. I have a 1080ti as well plugged into a 4k TV. Normally when you switch resolutions, the TV will show a scene change message to acknowledge the change. However, I'm getting it periodically when just running windows normally. Its almost like the TV is getting a reset signal, or a restarted signal that it senses as resolution change.

Your monitors might be responding to the same ... a resolution change message coming from the card ( even though there is no actual change ? )
