Host a CS:S Game?

I am trying to host a CS:S game between my friend and I over the internet but cannot seem to get anything working.

Are there any guides or anything out there. We tried using Steam but I get the feeling it tries to look for games on the LAN rather than my public IP address

Have you forwarded all the ports on your router?

Right, just did all that, but for some reason when trying to start srcds.exe, it does nothing

Did you try running the command line instead?

C:\directory srcds.exe --options here--

Yeah, but nothing happens

How fast is your connection Phoenix? My 100Mbps server takes about 15 mins to install a CS:S server when it downloads the files. Just saying.. you seemed to to it pretty quick.

I realised I had done half of it from another guide... so most of the 1GB download was already done

Listen servers are broken on Windows 7, sadly. I tried for a good month to get it working to no avail.
