Hotplug SATA-II drives

I have a Western Digital Caviar SE16 250GB SATA-II and was wondering if I can hotplug I think it's called and was wondering if that is safe to do?

Or can anyone recommend a SATA HDD to USB 2.0 External Enclosure?

If you're using AHCI then you can do so, it's perfectly safe.
