No dude i dont think it does as the contract for the accomodation is between you and the agency, not the council. Tell the council you will be homeless and they will pay for your deposit (on the guarrantee scheme) rent and council tax.

All you have to do is take in a copy of your agreement in and any earnings you may have(this could affect it) and they should just pay the rent directly into your bank.
