How can I block Facebook?

Editing hosts should work. Me and my mate used it for a funny trick on a mates PC so that all Steam pages (store, community etc) redirected to a shock site :p LOL.

As feek has said, OpenDNS is excellent! Though if there's no router then it'd be fairly easy to change the local DNS herself, mind you if she's determined enough she'd be able to override pretty much anything.

She is my 13 year old niece, I am fairly confident she won't be savvy enough with Windows to get around this - famous last words!

She might not be, but you can guarantee the first thing she'll do is discuss it with friends, and one of them will introduce her to proxies, and filtering avoidance mechanisms. Ideally your sibling would actually chat to her about their concerns and try to get her to alter her behaviour. Otherwise they are likely to end up with a few years of typical teenage resentment.
