How can I force vsync in OpenGL

Just reinstalled MOHAA after about 2yrs of it being in my drawer and i've found it to be unplayable now my hardwares a bit better than it was back then.

Any ideas? I've tried Rivatuner but can't find the relevant option.

Ive capped it to 75 but I still get major texture shimmering and tearing.
