Just looking at overclocked 5820k bundles on here and the most you can get is 4.00Ghz.

Looked on another site which I will not mention and they do them at 4.4Ghz. So what is the deal?

OCUK (as far as I'm aware) only sell safe overclocks. Some other sites may not be stress tested to the same standards and this allows them to get higher, less stable clocks. I'm sure you can get higher than 4GHz but I think OCUK stay at 4GHz to be safe
 
4.4GHz @ 1.3v seems to be around average for a 5820k under an AIO, but OcUK are sensible to only sell safe overclocks as the above guys have said.
