How do I Compress a 1.8GB file

OVA files contain data which is already compressed, you may have some luck compressing the file a little bit more but I wouldn't have thought you could get anywhere near 980mb.
 
Could try UHarc. I remember my friend managed to compress his files a lot using it but with the huge compression came massive compress and decompression times. Many many hours.
 
7zip Ultra compression is a pretty good blend of compression and usability. Have a look at NanoZip too.

If you are really struggling for size, have a look at hardcore compression tools like PAQ8p. It will likely take a very, very long time to compress 1.8GB though
