How do I force iphone to use iCloud not onboard?

Morning folks,

I don't do Apple but the rest of the family does. My younger daughter films lots of videos of her arts and crafts and whatnot and she got an alert at the weekend that her phone was full. 63.4GB of 64GB used. We bought her extra iCloud storage to put it from 50GB up to 200GB but I can't see how to 'make' the phone use the cloud storage. Ideally we'd like to move her older videos to iCloud, free up the space on the phone itself and choose where future media is stored (onboard versus iCloud).

It's probably obvious but what am I missing here?

e: I asked elder daughter (apple user) how to fix this and she replied, "I don't know. Mum buys the data and the phone just does it" so brilliant, thanks for that :/

Ah. We had optimise storage on and bought the extra storage yesterday, expecting it to be instant. So wifi, plugged in, and wait? Thank you folks.
 
Yes, plug it in and hit go. If your wifi connection and internet speed is good, you should find that your storage useage overnight goes down a lot.
