To be fair they haven’t said that they need replacing, just that they’re corroded and lipped.
No, not in as many words. However, if you tell someone, particularly those who don't know about cars, that their car has corroded and worn brakes, followed by giving them a price to fix them and say things like "we could do them right now so you won't have to book it in again or wait - then your car is in good shape for winter" and blah blah blah, you'll convince a good percentage of people to get it done prematurely. Even if only 3/10 people give them the nod (i imagine it'll be closer to 6/10 when you consider the average owner of a Skoda), that's a lot of extra money they're taking off people.
It's classic upselling and it works particularly well when you play on peoples fears (such as driving during the winter, brakes, tyres, being inconvenienced) and this is what they have done. If they wanted to be honest, they would have given an honest appraisal ("Sir, a new disc starts at 28mm thick, and we've measured yours at approximately 27mm, so they're half worn. We'd recommend you change the discs when your pads next need changing. If you're not sure about them, just pop in in a few months and we'll take a look at them and advise you if they need doing"). Of course, if a service adviser said that in ear shot of the service manager, I'm fairly sure they would get a flea in their ear.
What they’re asking for the work does seem excessive, but anyone with any sense would get alternative quotes for that sort of work.
But many people don't know any different. They're intimidated by going to other garages to ask for work to be done and don't want the perceived hassle of going elsewhere as, ironically, I think people feel like they're going to get ripped off at smaller garages. People feel at ease at main dealers as everyone is polite, the place is clean, a fit receptionist gives them a cup of coffee and a newspaper to read and makes them feel at home. So this can also cause them to just say "yes" to whatever the dealer quotes them.
