How do I stop the cd-rom drive starting up when browsing directories?

For some reason in windows 7 the cd-rom drive will start up for no apparant reason when the save file dialogue box opens or when I'm browsing directories looking for a file to open, this causes a delay as the drive spins up, how do I stop this happening? Autorun is disabled.

Without taking out the cd.

Can't I just stop the system polling optical drives?

But explorer comes up automatically when I try to upload a file in the web browser etc.

But I don't want to have to take the CD out every time I browse for a file, that's even more inconvenient.
