I'd recommend going gargoyle - get a netgear 3700 v1 or v2 then you can use the netgear interface to firmware update to gargoyle which incidentally uses openwrt.
If you want him to stop streaming so you can game then you can use its active congestion control (which I believe is unique) that ensures the link keeps a good ping regardless of the load.
If its a problem with how much he downloads gargoyle also has a quota system so you can set how much he is allowed in any period any more and it stops his Internet till the period is finished, you do also have various reports showing exactly how much is beng downloaded. If you search for gargoyle in this forum I did a more detailed report on it.
You will need a adsl modem as well.
