How do you limit Gears of War to 30fps?

I'm running Gears of War maxed with forced AA and i'm usually getting 40-50fps but as soon as a big fight starts i drop down to around 35 fps which shows a huge slow down so i'd like to just have it staying at 30fps..i looked in the config files but found no option does anyone know? thanks

yea i have it enabled and forced as it was still tearing with it on..but i'm stuck around 50 fps i cant reach 60 so wtf :\
