It's the same as measuring your pulse! If it's not standard four-on-the-floor music (e.g. house or trance), then you do it by how many beats there are in a bar. If you don't know what a bar is, then I suggest the music theory exam (pref grade 5) as a prerequisite to music tech theory.
When you start DJing, then you can guestimate BPM in your head without a stopwatch etc to within ±2 BPM.
