How does Google Backup actually work??

I've got my Google+ account set to automatically backup my camera photo's and video's (via Wifi only) but it has automatically put another album on my phone called "Auto Backup"

My question is, are these "duplicate" items taking up additional space on my phone's memory??

I've recently changed to the Nexus 5 and before I've even had a chance to transfer the pics and videos from my old Micro SD card to the new phone, they have been automatically "downloaded" to my phone by the backup procedure!?!?!

Yes, I know they are uploaded to the Google "cloud" but does that mean that they aren't stored on my phone and so every time I click to view a pic, or moreover a sizeable video file, that it's using my internet usage to effectively download it onto my phone again?
 
That's the thing, I've had a trawl through all of the Google+ settings and the only option I can see to do via wifi only is uploading!?!?!?

I like the idea of my photos being saved remotely but it seems daft to have them effectively twice on my phone!

There does seem to be a delay when trying to view a "backup" video for example so I'm assuming it's using my data allowance to "stream" it every time??
