How hard is it to fix "No Signal" issues on an iPhone

Someone is selling a decent looking iPhone4 in white on facebook, the only issue is it that it seems to have a no signal issue, doesnt appear to be any physical damage, so possibly a problem with the internal antenna? or a software issue?

Are they usually repairable? resolvable? or is it best to stay away from these types of issues?
 
Apparently IMEI checks have come back clear so they say, the issue started after update to IOS 7
 
My work mate had 2 4s iPhones do this. He never got it resolved. Both new and on contracts.

If it is a software issue, as there does appear to be some people on the web who had similar issues, didnt apple do anything about it? even if the phone is out of warrenty? the guy is listing it as £65 if gone tonight, sounds suspect, also just the phone, no accessories.
 
First one was out of warranty and he smashed by accident, the other one is in warranty but he broke the screen and changed it himself. He just lives with it!!

Personally I'd avoid it. Could you ask for the imei number? Stick it in on Mazuma and see if they'll accept it.

If it passes the check go for it?

Is Muzuma an instant check? how reliable is it?

He has lowered the price to £65 at the moment, will this still work for browsing, email/wifi? (basically a mini mini ipad), wonder if I could get him down to £40 given the risk, he was advertising it for £90
 
I'm not sure on the instant check but I'd imagine it's pretty accurate as they'd get stung for handling stolen property otherwise.

I see no reason why you couldnt just use it as a ipod/iPad unless it gets remotely locked. I'm more of an android guy so it might be worth asking over in the apple hardware section.
