Mr Cameron said: "I don't believe that there are nearly half a million young people in Britain with a disability which prevents them from doing any work at all.

"What we have is a culture of despair, where kids grow up without any idea that for our society to function everyone has to pull their weight if they can."

Speaking on the BBC's Andrew Marr Show, Prime Minister Gordon Brown said: government's own proposals were "far more revolutionary" than those put forward by the Conservatives.

He said: "Today the issue is people don't have the skills, even when there are 600,000 vacancies in the economy."

Mr Brown also said: "The next stage is not what the Conservatives are talking about but giving people the skills to get into work."

Work and Pensions Secretary Peter Hain said of the Tory proposals: "They are plagiarising plans already announced by us before Christmas and seeking to present them as their own.

"The Tories have no credible plan to fund an expansion in 'welfare to work'.

Could say the same about any benefit though? Should we stop paying out billions in aid to third world counties too?

There's a difference between sending aid to Africa where there probably aren't tons of vacant jobs, but a lot of people who would love the chance to be able to earn a salary so they don't have to live in mud huts, and what we have here, where there are a lot of vacant jobs but the people are too damn lazy and believe the rest of the country should support their booze and cigarette habits.
 
No, this is about people claiming when they can actually work, they are defrauding the country.

Blame the system then. If it was not so up for abuse then maybe it would not be an issue in the first place. People who choose to defraud the system are only highlighting what a poor state of affairs the DSS is in, blame the government.
 
Incapacity benefit and there is already in place regular assessments to continue receiving it while you are on it. As usual the Tories come out with sound bites saying we will do this and that when it is already in place in part for this benefit for a large number of claiments.

I am on incapactiy benefit for depression and believe me i would rather be fit to work so i could get off this but still too much to sort out before i feel confident to work. As having temper issues combined with wanting to be left alone isn't the best place to be to return to work.

The other report about this a day or so ago mentioned those who on the benefit for mental health issues, myself in that group, and this group need protected from anger at us being on it while also carefully weeding out any false claiments. There will be some claiming IB for depression/other stuff who aren't really suffering from it but these numbers will be low and those of us who are genuine are painted with the lazy, not willing to work brush when we want to work but aren't able to just yet.

The current in place system to assess people on IB is for mental health issues, at least, 1-2 appointments a year with an independent doctor who reports on your condition. Then your need to be on the benefit is based entirely on their report. Those of us who are genuine need protected, understood and those who are falsely claiming do need to be weeded out.
