i currently have a sammy 830 256gb as OS and apps drive. I have been installing games on it also.

I have a 60gb agility 3 lying around. Would i see increased loading times on apps and games if i installed the OS on the 60gb and then everything else on the sammy?

Nope, they only start slowing down when/if you reach the final 5% of space (i think, its 5%, might be 10%) and even then it may only be a second or so..
