Normally they are. The Tesco's free range chicken kievs use old hen laying chicken meat. The trick is to mince it. The minced chicken has good texture and bite to it unlike young chicken meat that has been minced which just falls to bits and is extremely soft.
 

first and foremost flavour, second not being pumped full of chemicals and water (that weight you are obsessing over is meaningless if your cheap meat is padded), third animal welfare, you wouldn't believe how grim the mass producing chicken farms are.

Why not buy a whole quality chicken, that way you get the breasts, you have another meal with the wings and thighs and you can make a great stock, you would also learn some butchery skills.

About £10 a kilo of pure meat, that's assuming you throw the carcass away. However you should be making soup/stock from it.
 
I only eat free range chicken too and I can't justify the price of breast meat by itself, particularly when it's so bland compared to the other cuts. I normally buy a whole free range chicken and butcher it myself, so it works out around £5.40-£5.90 per kilo usually.
 
Cheap /= good with chicken. If you're currying it, then it doesn't matter that much, but if you're looking to grill or pan fry it with a stuffing or nice sauce then more expensive meat makes a massive difference.
