you can try speedfan, will probably require some messing around.. make sure you have the fan control in the BIOS disabled and then in the configuration for speedfan set the fan control to manualPWM (sp) and then you should find you can control speed of the fan.. also may have to plug the CPU fan into a 3pin connector rather than a 4pin to get it to work.. a bit of a pain in the arse to get going but worth it
You don't need it running 100% on idle but as long as it is spinning. My point is that it might not be running anywhere near where it should be, if running at all because. Just do a visual check.
