How efficient is the 400W device. A PC power supply (70% efficient) outputs 400W but actually uses 400/0.7 = 570W of electricity.
 
I think what he's saying is that, whilst what you've said is true you are presuming that the PSU is maxed out constantly. Imagine you have a 400W PSU running a 80mm fan and that is it - would it still draw 570W? No, because it would not be trying to supply 400W.

yer thats right , the wattage is the peak output of the psu, it wont draw that all the time. There are calulators on the web for this sort of thing. Go ask on the Seti part of the forum for better replies.

Agree, though even at zero load a transformer uses power.

Other way around...

A advertised 300W supply might only be 70% efficient and only able to supply 210W.
