How quiet can PC's get?

all of the ones OCUK sell are pretty damn good as they tend to be virtually submerged in the liquid they are pushing creating a barrier for sound to get dulled by. Notable ones are the D5 vario , even the XSPC 750 res/pump combo is pretty quiet by accounts

Yeah, I see what you mean. There must be at least some difference in sound with the pump in a well-filled res, not in the CPU block. What I'd do if I was a designer for all-in-one coolers is to make the CPU block a lot bigger (deeper, rectangular even), and transparent with choice of led colours to match any build
