How tight to tighten a cpu block ?

For future reference, phobya generally make cheap tat. I was under the impression that that waterblock was a good performer though..

The best mounting system I have used for a waterblock is the EK easymount or w/e it's called, second best was the koolance 370.

Four M4 bolts, eight rubber washers. Bolt through the backplate, then a washer, then the motherboard, then a washer. The washers now hold the bolts in place. Slide on the waterblock, then springs, then nuts. Trivial.

Mounting torque probably doesn't matter a great deal, though it'll be available in intel's spec sheets somewhere. I tend to go for hand tight on the nuts.

I thought that about the Phobya UC-1 it had pretty good reviews . But in my experience, all be it not much in WC'ing it sucked . I was sitting iddle at around 32 . and after 30 mins under prime it hit a max of 58 . My Silver arrow sat at 27 and prime 55 max . With the Raystorm my idle is about 27 the same as on air , but under load 43 . Whilst playing Tomb Raider with settings at max she never went above 37 .
