How to change a forum background colour?

Hey guys,

I seen screenshots of people doing this many times to well known forums.
How does one change the background colour of how a forum is displayed via their end?

For example this forums blue,But on a members (who i shall not name) its black.

I seen another shot of another forum i go on regularly too which is white background by default but the guy has it black. :confused:

How do i do this?

+1 for Skyfall's instructions, I swear last time I tried this it took ages... but nay, for I am now running the dark theme! (and yay because it looks a lot better)
