How to Create a Blog in HTML/CSS

[SoAdCrAzY]

I'm creating a website and would like a way for people to post comments on news topics. I do not need them to register. Just for them to enter a name, email address and their comments.

Exactly like the bottom of this page: http://www.codeislove.net/2011/04/tutorial-how-to-code-classic-blogger.html

Does anyone know of any tutorials that can help me please? I have tried googling etc.

Thanks.

[EDIT] Found this site: http://www.htmlcommentbox.com/

Would this be the easiest way?

If you're not using a CMS such as WordPress a popular option for adding comments is Disqus: http://disqus.com/
