How to disable all but Firefox on Windows?

I tether my phone to my laptop for 3G when I'm out and about and need a full PC. Now with O2, when you go over your data allowance they continue to let you have free access but hammer the data speed (I think about half of 56k). Now this is enough even for desktop sites on the phone, however when tethering it takes literally hours to load a webpage (the same page loads fine on the phone). I think this is because of background software trying to update, poll severs etc. I'd rather not have to spend a fortune on data in order to have enough and was wondering if I can somehow block all web-based services on Windows apart from Firefox, to give it all of the bandwidth? I can't really afford extra data and I'm locked in for another 12 months.

I'd also add in Adblock Plus and Noscript to Firefox, to extra crap.
