My in laws have a smart tv that they want connecting to the internet.

Their router is in the kitchen about 30m of cable away.

Im thinking powerline stuff, is there an as cheap wifi way?

TV may have wifi built in or need a dongle. Your idea of Powerline adapters seems the best IMO.

cable is, it would be a lot of effort to get it laid under the carpets.

But it really just comes down to the wiring in the house.

TP-Link are pretty cheap and decent. But I echo the above, the house wiring is paramount to the speeds achieved, but for smart TV is should be fine so long as you pull 5Mb+

If you dont want to go powerline adapters I believe one of these

set to bridge mode will allow anything in the ethernet port to access wifi.

Just get a Ethernet to Wi-Fi Adapter we have one & it works great.
