Initially CPU-z was reporting that my new GTX 970 was running at 540Mhz core when running an old version of furmark bench test on the computer. Booting up MSI afterburner to find out why lead me to find that I was running such an old version that it didn't know what a 970 was, so the old version uninstalled and the latest version (4.1.0) was reinstalled. After that, the latest version of CPUz was installed.
Now when the old furmark bench test, both furmark and CPUz still report the core as 540Mhz, but MSI afterburner appears to report the correct clock of around 1200-1400Mhz.
Is there any way I can check to see if it is the program failing to read the clock properly or if it is the GPU misbehaving? just running a game wont really help because, having come from a GTX 460, this new card would probably be significantly faster than what I'm used to anyway
