How to format sd card on pc

Bought a used sd card, android says it's damaged. Connected it to the pc and turns out it's full of data(android).

Did chkdsk e: /r

So do I know format it on the pc and if so do I format to fat32 on ntfs or do I just put in back into phone and format from there?

No Idea. Could well be fake but somebody has used it before me as it has all her files on it. According to what I read to fix it all you need to do is chkdsk /r

Just open up computer on your PC,find the SD card and right click and format,that's what I do with mine.

If it has multiple partitions, then you need to use the tool I suggested (or a dedicated partition manager)

This lets you write a file to the sd card's capacity, then read it back & checks for errors - it's a good way to check you're getting the actual capacity.
