How to get BT (via TalkTalk) to replace the copper phone line to my FTTC?

With Autumn/Winter coming up I was wondering if any of you have any tips on how to go about convincing them to do as the title suggests?

My FTTC connection is great until wind speeds get above 15mph at which point my connection starts to drop continuously, resulting in the DLM kicking in and dropping my speed by up to half, it's obvious that the copper line between my house and the cabinet is being blown about and picking up interference, causing my connection to drop but getting either TT or BT to acknowledge this and do something about it seems to be impossible. It's been a constant factor with my internet connection down the years, both with regular ADSL and now with Fibre.:mad:

If it was just a matter of waiting a few days for the DLM to raise the line back up to full speed I wouldn't worry about it, but it doesn't..it can take weeks or months for my connection to reset back to full speed, and getting TalkTalk to request a DLM reset from BT is like getting blood out of a stone, for some reason they seem very reluctant to do such a simple thing, god knows why.

I have had BT engineers out on two previous occasions and explained to them what I think the problem is, but they don't seem to be interested in taking it any further, all they do is get my line reset to the higher speed, they just treat the symptoms rather than the cure.

Last year I managed to protect my 38Mb line speed by simply turning the internet off for a day or two at a time when the winds picked up, but because of the really bad winter storms we had in February I was offline for nearly full weeks at a time, and it worked, turning the connection back on after the winds had died down, my line speed was still at 38Mb, but TBH I really can't be bothered to go through that again, I need a connection in good and bad weather.

I don't blame TT for this problem BTW, they're just using the BT copper lines, so no matter which provider I go with, I'd still have the same basic problem.

I do have the option of going with Virgin, but they can be just as bad for different reasons, I used to have them but had terrible problems with slow speeds for months at a time due to my area being oversubscribed, so I'd rather not go down that route again until all other options have been exhausted.

I'm certain this fault won't be fully resolved until the copper wire is replaced, but I'm not sure who to go to:confused:
 
Is there any loss of dial tone or interference on the line for voice calls when windy? If so, possibly report problem as a PSTN fault rather than FTTC sync speed.
