How to get my GTX 480 to cool itself down (and to be quiet!)

Does anyone have any good ideas on how to get my GTX 480 to shut up? I understand that in games (I only play CS-GO) its inevitable, but currently 95% of my time is spent on word, surfing the net and listening to music.

However this doesn't stop the card from running extremely hot and the noise is still quite loud.

Is it possible to get a program or is there a setting to make the graphics card run on a skeleton power setup allowing it to cool/quieten down?

They are better with 3rd party coolers but trying to get one now is going to be hard unless you can pick one up maybe second hand or something.

Use MSI Afterburner to setup a 2D profile with the core and memory clock and voltage dropped all the way down while not gaming may be?

Also not to forget to set up a custom fanspeed profile.
 
Strap the cheapest all in one water cooler you can onto it with zip ties. I strapped a H60 and some cheap ram heatsinks onto mine and the difference was unbelievable.
 
Not really worth spending money on 3rd party coolers now for one IMO better putting the money towards a newer card.

On the 470 you can do a relatively simple mod to the shroud to add additional airflow/fan but don't think the 480 with the extra plate can be modded in the same way so easily.
