How to limit vcore/clock Ryzen 5900X

here are the cinebench runs at fixed 4.4ghz and at the old settings i use which is stock clocks -15 curve opt, 105w ppt limit.

taking the screenshot while the bench was running showed effective clock to be 4.6ghz.
 
running a video encode now heres hwinfo:

running for a few minutes the average clocks are building up but the effective clock is very low. not sure why its reporting like that. depending how long i left hwinfo open before starting the encode the average clocks will take into account duration at idle clocks. fps in encoding is high so no performance issues. power usage is not at the 105w limit since its doing 720p encoding. 1080p or more hits ppt limit most of the time.
