How to make a word document editable, but unformatable?

So I'm creating my own business and I'm trying to get a templated invoice headed document sorted. Essentially I want the entire document unclickable, uneditable, almost part of the page, but be able to type in the text boxes. For example, my current boss opens his version of the document and the logo is visible and contact details are all visible, but you cannot click them or edit them, but he can write in description, amount areas. I've tried making it uneditable in word, but then I cannot add to the text boxes.

Getting pretty frustrated trawling the internet so any help would be appreciated.

I would be very tempted to create a document then get yourself a PDF writer.

You then can type in boxes or add drop down fields, signatures etc but the document can’t be changed.

This then allows you to save the pdf once edited fields.
