How to merge several images into one?

I'm updating the website for the school I work at and I could do with finding out how to use Paint.NET say to take multiple photos and merge them into one image such as the example below.

Yes I know its Frank Bruno's site but I couldn't find any other examples!

Anyway the banner pic is what I want to achieve for the school website. Is there anyway to do this with Paint.NET or some other (cheap) image program.

Is there a feature in GIMP to do that or are you suggesting GIMP over Paint.NET to do what I need to?

I was suggesting it over paint.net but after having a look im not so sure now,it does seem to have some useful features
personally never used either but had many good reviews about gimp.

just use any program that has layers (Paint.net and GIMP should both do). put the images in a layer each, then either use layer masks or the eraser tool with a big soft brush to remove the parts of the image you don't want.

Yeah Paint.NET does layers.
