It's clearly your rom. Contact joining is a standard android feature and it's included in cm10.

It will add everyone you've ever emailed from your gmail account as a contact, with no way to show only those with phone numbers.

Mine is in Contacts/Settings/'Only Contacts with Phone numbers'

Edit..Join Contact is there by long pressing contact

Thanks but nope that wasn't there on my rom.

It's academic now as I lost the phone last night.
