How to power monitor on and off automatically through HDMI

I have my PC connected to my Monitor/TV (LG 22LS4R) via DVI > HDMI cable, but, when i push the power button on my PC to turn the system on the monitor doesn't power on automatically, i have to turn the monitor on manualy, also, when i power the system off the monitor doesn't go into standby mode and i also have to turn it off manually.

Is there any way that i can have the monitor turning on and off automatically when i turn my PC on and off?

Would i need a graphics card that has an HDMI port for this to work?

Does HDMI support this feature and would it even work with a graphics card that has HDMI?

Errr does this normally happen?

My Dell 2407 monitors power lights go from yellow to orange when you turn the PC off. and visa Versa when you turn it back on. This is standby mode. It is simply the monitor detecting there is no signal I think and it turns itself off.

What monitor do you have?
 
The monitor i have is listed in my first post which is the LG 22LS4R, this monitor has HDMI input but it doesn't go into standby mode when there is no signal, HDMI has remote control features that can control aspects of the TV/Monitor, so i wondered if it is possible to turn the TV/Monitor on/off using a DVI > HDMI cable, or, would i need an HDMI graphics card for this to work, i would also like to know if there is such a feature to turn the TV/Monitor on/off using an HDMI graphics card with an HDMI display.
