How to re-create this graphic

The actually size is, 46px x 16px and a gif.

So how would i re-create this, it is the top section like a lighting/splodge effect i can't do, which give it a highlight effect when used in a menu.

So you've got a layer for your basic gray, and I assume a 1 pixel height horizontal lighter gray.

You could do the highlight several ways.

1) Fill a layer with white and erase with a big soft brush to match.
2) Use the lighting effects tool and put an omni directional white light at the top. (youll probably have to flatten your other layers, or apply to the gray background)
 
i would just use the dodge tool, set to effect midtones with a large soft brush (low exposure), first use a box selection to mask the stripe across the top (use the brush within this to make the stripe, the deselect and dab the brush at the top of the black rectangle
 
christ you lot make stuff difficult :p

just make a new layer and add a white to black radial gradient, then set it to screen and lower the transparency to whatever you want, maybe about 30% looking at that...
 
Erasing a white layer with a soft brush is probably easier, but the gradient one is a much better method. I blame my cold.
