A friend of mine has purchased an iPod from the EU and when plugged in to headphones it's quieter than UK models because of some EU directive on ear bleeding.
Someone over on XDA Developers managed to create an app for the Samsung Galaxy S that boosts the overall output gain for the phone for music. I think it works on all android devices. Perhaps have a look over there to see if anything has done anything similar for the iPod?
One example on Android is Louder Volume Hack. Someone also created a DSP tool that was incorporated into Froydvillain. Volume hacks might be possible on a jailbroken ipod.
Never know, someone might be able to help out. I'm sure at least a few folk have iPhones on there as well as whatever else...could maybe put the OP in the right direction...
On my Sansa Clip + I only had to set the regions as USA on startup. The whole thing is an absolute joke. It sounded terrible before I removed the volume restriction, blummin EU cronies.
