It is for repairing car paintwork, you get the right colour and you rub it into the scratches... I havent actually ever used it though Just the first thing I thought of.
T-cut will require some real muscle - do not be tempted to use any sort of electrical device - i.e dremel with felt wheel as it will end up worse.
The anodised alu, i haven't found a away for this yet, as anything abrasive to remove the scratch will remove the anodising - only thing i could suggest is to get it re-anodised
