How to replace a fence?

I'm back baby!
So I have a small front garden that is shared with the neighbour in the other side of my semi detached house. The fence blew down in the high winds we had, I put it back up, it's fallen over again.

There is a single row of bricks under the line of the fence. The wife wanted to build a small wall, but the row that is there goes down a long way and it'll make a huge mess of what is there now.

Is there any other option? Clearly the panels and posts aren't strong enough as they are.
 
What are gravel boards and where would you use them on a fence and why??

Concrete panels that typically sit under the wooden fence panels, though some folk have them all the way up. They get the wooden panels up off the ground so it helps stop them rotting.

This is the type of fencing everyone round my area seem to put up. Very strong and doesn't blow down if done right. You can leave bigger or small gaps between planks according to taste.

Sounds like it's 1/2 panels, if so just put in a concrete post support (about 15 quid) and the thing isn't going to blow over again..
 
Would definitely recommend concrete posts. You really don't notice them if the rest of the fence is wooden panels or feather edge, and they aren't going to rot away.
