how to turn on my heater

Wow really? They're certainly not that strict these days. Did you not have an oven/grill? - those have heating elements in them.

Had no problems with a kettle in ours.

In fact i think the only thing that was prohibited was candles. - which is to be expected as a naked flame is much easier to catch stuff on fire.

This wasn’t long ago - in the past 6 years.

No oven/grill in the room, only shared kitchens.

This is the standard modern student dorm setup presumably - one hall with 8 bedrooms, and a large shared kitchen at the end. Repeat pattern every floor, sometimes 2x per floor. It's a basically generic layout that I've seen in universities around the country. We're not talking about sharing a flat, it's a purpose built accommodation. Think hotel with one kitchen attached per corridor.

Yes...

I had a flat with Unite Students, it was a 5 bedroom flat with a shared kitchen. The inspection basically consisted of someone poking their head round the door.

How so? they did something against the law?

How are other residents finding it? Are they complaining about it being cold?

Buy a thermometer and take some readings to see how cold it gets, something like this (https://www.amazon.co.uk/Govee-Thermometer-Hygrometer-Temperature-Greenhouse/dp/B086YYL439) is ideal as the app shows you the temp over hours / days so you can see if it dips over night.

If the room is cold then complain about the inadequate heating. I mean you can just complain anyway without temp readings but its harder to dismiss if you have proof.

Edit: That switchbot is awesome, use that :D
