How to turn on V-Sync in windows

when dragging some windows around i get tearing and shearing, it's made me realise V-sync is not on in windows, how do i turn it on and does it have any bad effects like say watching a videobox online or something?

Hmm... You sure it is V-Sync and not missing drivars for the mobo/GPU? Weird.
