I hope you can get this resolved. Perhaps a neighbourhood meeting (including him) with a local pcso might have the desired affect.

But if this is a private road, then would the Police have any power over people when using it?
I think speedbumps would be the best solution; cheapest way is to approach a local surfacing company and get a quote; we would install these for about £50 a time.

Section 192(I) of the Road Traffic Act 1988 defines what a Road is in England and Wales.
The relevant section can be found at the following link (it gives other definitions in the act as well)

If it falls into this criteria - i.e the public have access, then you can commit offences under the Road Traffic Act.
