How would you package a CPU?

Antistatic bag is a must. Then bubblewrap/foam in a small box, or just in a padded envelope. Put enough bubblewrap around so that you can kick it across the room.

This ^^ plus make sure that when you put it in the box, theres enough padding so that it doesnt move at all.
 
I packed one in an anti static bag, bubble wrap and then put it into a tobacco tin inside a padded envelope.
 
As long as the pins are protected, if it has pins. The small plastic case with a bit of foam across the pins. Then I fold it in stiff corrugated card sellotaped at the edges then put in an envelope. The card stops it moving around and the envelope bending, it can be cut from a wine box or similar.
 
Without the little plastic snap case or foam padded box it came with, it does get a little tricky.

I've only flogged my ancient 3200xp without the case. Anti static bag and bubble wrap was the tactic. With the case, just a pop it a padded envelope.
 
Push the pins down in anti-static foam, wrap with an antistatic bag, a bit more foam on the outside, and inside a matchbox.

Job done. :)
 
Press the pins into some anti static foam or even polystyrene, a thin layer of foam on top, into an antistatic bag, wrap it all in a layer of bubble wrap, stick it in a padded envelope and you're set. I've received and set CPUs this way before with no problem.
